Details:
I don't know is this possible without using an IRC bouncer like ZNC.
Steps to reproduce:
1. Attach to your bouncer from another client.
2. Send a /me (CTCP ACTION) from there, its contents aren't important.
3. Look at WeeChat, and you will see that message highlighted you.
This happens even if that /me doesn't contain your nick.
