Details:

When a buffer is scrolled upwards (into the history), a configurable % (or
number of lines) of the chat area should stay "frozen" at the bottom of the
screen (however new chat lines should be shown as normal - "frozen" does not
mean frozen in time :P), while the rest of the chat area scrolls as normal.
