Although a bit dated, you can get libjpeg precompiled
for mingw here:
http://sourceforge.net/projects/mingwrep/

There might be other places to get the library. But
there are also other ways to do it yourself, get the
libjpeg source here:

http://www.ijg.org/

and using MSYS (http://www.mingw.org/msys.shtml) you
can use the configure script to build it. At one time
I tried the same for yafray, but didn't spend that
much time on it, MSYS can also get very slow (at least
at that time, it might be better now).

For pthread:

http://sources.redhat.com/pthreads-win32/

I think mingw is supported too.
