Besides a technical description one that gives an idea about when
applying this function could be useful would help.

How many texmf trees does AUCTeX know about?  It is possible to get all
of them from the output of

initexmf --report

Unfortunately, the output format changed between MiKTeX 2.4 and 2.5.  I
could provide the output of both in case you're interested.  About older
MiKTeX versions I don't know.

The document preamble seems to be scanned anyway.  So switching to your
favourite language via

\usepackage[language]{babel}

still seems to have effect.
