Ah, ok, the -shell-escape option to the LaTeX executable. I suppose
you could just customize LaTeX-command for that, maybe with a buffer
local variable.
Maybe we should aim for a more generic mechanism to push options into
the various commands? The various ways to call texexec could possible
be candidates for such a mechanism, too.
