David,
This from the man pages of pdflatex:
-shell-escape
Enable the \write18{command} construct. The command
can be any
shell command. This construct is normally disallowed
for secu-
rity reasons.
-no-shell-escape
Disable the \write18{command} construct, even if it
is enabled
in the texmf.cnf file.
Those of us who use Context and want to include Metapost code in our
files, or those using the emp.sty in Latex to include Metapost code
in their latex source, need to do one of two things:
1. Enable write18 permananently in texmf.cnf, or
2. Use the switch -shell-escape at compile time.
It could be an option like source specials in Auctex.

Is there a way in Auctex to enable shell-escape when compiling in
Latex and/or Context?
What is that supposed to mean?
