M4 advises you to do it:
<http://www.gnu.org/software/m4/manual/html_node/Quoting-Arguments.html>

and Autoconf does so as well in the general case:
<http://www.gnu.org/software/autoconf/manual/html_node/M4-Quotation.html>
(there are a few backward compatibility exceptions, and a couple more
for technical reasons.)

So please do it consistently.  If you get away without quoting for now,
but it breaks with the next Autoconf release, you get to keep the
pieces.

It's not a bug in Autoconf, only a bug in your macro code.
