Sorry, but you're out of luck - no one here knows of an ECCN associated
with Autoconf.

I'm not a lawyer, but a quick google search for "open source eccn" leads
me to believe that since Autoconf is freely available and does not deal
with software encryption, it is exempt from needing an ECCN.  But you
may have better luck by paying a third party to actually validate that
for you (rather than relying on free and potentially incorrect advice);
companies like Red Hat specialize in providing distributions of software
that includes Autoconf in a manner that complies with export
regulations, and may have a better answer for what they use in their
distribution.
