Nope.  Normally, you can even leave the nSRST line disconnected.  It's
only really required if your application sets the JTD bit early (in
order to make the respective IO pins usable for standard IO), as
asserting /RESET and then immediately trying to start up the JTAG+
conversation is the way out of the dilemma there.  If you don't have
JTD set in your app, there's no need to force /RESET by the ICE.
