Failing communication with 128kHz clock speed.

I have solved the problem by understanding the use of the -B parameter
in Avrdude. I was wrongly trying to set clock speed on the stk500 (comes
from using it on Windoze with Atmel Studio).
A value of -B 15 has rectified the problem for bot the stk500 and the
avrusb500 programmers.
