I have exactly the same problem with axiom--main--1--patch-44 on Gentoo 
Linux 2005.1.

In the Makefile in the doc directory, making DeveloperNotes.dvi indeed 
includes some if [ <something> ]; but the arguments of [ seem correct - I 
cannot understand this strange behaviour.
