The email referenced above contains a script that generates a tarball.  I 
don't see instructions on how to install git-merge-changelog.

The comments in gnulib/lib/git-merge-changelog.c explain the purpose of 
git-merge-changelog and how to install it.  Maybe HACKING should mention 
that file instead?
