I haven't been consistent on this. I think I eventually came to agree that one banner per commit is most convenient when searching for an old entry. If we have a commit hook to automatically extract the most recent ChangeLog entry as the git log entry, perhaps it can complain if there's no new banner.
And finally, when you have the ChangeLog entry, *very* often you need to see the actual patch, in which case you're doomed to search again. Using the VC's log considerably simplifies this.
In this case, I'd just use git log and ignore the ChangeLog.
