I haven't been consistent on this.  I think I eventually came to agree 
that one banner per commit is most convenient when searching for an old 
entry.  If we have a commit hook to automatically extract the most recent 
ChangeLog entry as the git log entry, perhaps it can complain if there's 
no new banner.

In this case, I'd just use git log and ignore the ChangeLog.
