[Bug-AUCTeX] formatting error

Hello everybody!

Attached is an error message generated by auctex. I found the cause of
the error by myself:

In line 2653 of latex.el enable-multibyte-characters is called directly,
having no mule this leads to an error; in line 2663 it's called again,
but after the check, if nule is working.

Is this a bug or is this behaviour intended and why?
