No. I'm referring to the commands listed in
`LaTeX-paragraph-commands' as well as the respective internal variable
and how they are treated. The filling code, especially
`LaTeX-forward-paragraph' simply assumes those enclose a single
paragraph.

Perhaps by calling `LaTeX-fill-region' on the content of a paragraph
command. But that's not so easy if the content is spread throughout
several arguments.
