below, and please put GSWIN32C.exe into your system PATH as described

Those were the instruction for installation.  Since you did not
describe how you installed the system, it is not clear whether you
have this option.

I think you are confused about what preview-latex does.  So it would
make sense to first get it to work, and then ask questions related to
it.

As to getting it to work, you actually cite the instructions I gave to
you:

So please: if you don't already have Ghostscript, get and install it,
and place it in the system path.

Alternatively, you can try

M-x customize-variable RET preview-gs-command RET

but it really is more prudent to have Ghostscript in your PATH.
