In case of the preceding text it is easy to find the paragraph boundary
because there is a line starting with $$.  Determination of paragraph
starts or separators usually works by looking at the start of a line.
In AUCTeX there is also code that looks at the end of a line, but this
is only used in LaTeX mode.  Plain TeX mode relies on Emacs facilities
for filling.
