All works as expected for me.  Are you sure that `TeX-master' is
correctly set in `foo2.tex'?  When you first run `foo2.tex', what's
the header of the compilation log:
  Running `LaTeX' on `foo2'
or
  Running `LaTeX' on `foo1'
?
