tcpwrapper not used any more but referenced (?)

Hello,

it seems, that the libwrap (tcpwrapper) support has been removed from
cfengine. (In 2.0.0)
(Correct me, if I'm wrong on this one; I didn't find it in the
Changelog, but grepping on the source and Makefiles make me think so)

But still configure checks for it and the docus make reference to it.
(The docu was starting to confuse me on this, so I investigated)

tcpd(.h) or tcpwrapper is mentioned in the following files, where it
should be removed IMHO.
(If it really isn't used anymore)

./doc/cfengine-Reference.texinfo
./doc/cfengine-Tutorial.html
./doc/cfengine-Tutorial.info-5

It is also "mentioned" in the examples, but here to wrap services (in
inetd.conf) with an existing tcpwrapper. So these are ok.
