Hi, Aharon. Thanks for the helpful tip. The only locale that was
required for `make check` to succeed is `en_US.UTF-8`. It would be
great if these checks could either be skipped if this locale is not
installed, or have `make check` give a more helpful error message if
`en_US.UTF-8` is not installed.
