Hmm, perhaps is better to have "no translation" for some items.

Copy or left empty should be fine. Main issue is why those items are
listed in "translation" sources?
Every release someone (developer, maintainer, or usually me) has to
manually fix numerous translations to not point to non-existent files.
I wonder how someone could find "non-existent files" in not yet
installed or even not prepared for build project.
There must be a simple way to clean (ignore) some items. Neither
developer, maintainer, build engineer and etc. is responsible to do this.
Please take into account translation to be externalized to the project
or package.
Let package is distributed without translation and let user decide to
use localization in language X.
I don't know what is expected functionality for "desktop"-files.
There should be a generic way to inform translation module to exclude
some items.
