[Bug-gnu-emacs] map-y-or-n-p ignores variable use-dialog-box

I'd like the function map-y-or-n-p to use the variable use-dialog-box to
decide if the echo area or a dialog box should be used. Currently dialog-boxes
are used whenever the last action was a mouse/menu event even when
use-dialog-box is set to nil.
