NTEmacs 21.1(msvc): *info* shows contents of main info file twice?

In GNU Emacs 21.1.1 (i386-msvc-windows98.1998)
 of 2001-10-22 on buffy
configured using `configure --with-msvc (12.00)'

  value of $LC_MESSAGES: nil
  value of $LC_MONETARY: nil
  value of $LC_NUMERIC: nil

  default-enable-multibyte-characters: t

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


NTEmacs 21.1 as downloaded from GNU primary site will show, when 'Browse manuals
with info' menu selection is requested:
1) The formatted contents of /info/dir file. Then,
2) The formatted entries of info files in other, external, directories as
specified by (add-to-list 'Info-default-directory-list "c:/wherever") in .emacs.
3) AGAIN the formatted contents of /info/dir file.

That is, the 'dir' file is read twice. I am not sure if I have a misconfigured
emacs or emacs packages, but this does not happen to me with either NTEmacs 20.7
or the Mingw-compiled version of the Emacs 21.1 sources.
