This must be something new with either Gtk+ 3.2 or Fedora 16.  Emacs does get 
the preferred size for the menu and adjust position accordingly.  If the menu 
lies abouts its preferred size, there is really not much more we can do.
The documentation for gtk_widget_get_preferred_size states:

  "t can be used to deduce toplevel window and menu sizes as well as child 
widgets in free-form containers such as GtkLayout."

Can you turn off the double arrows on the menu?  Probably not, since Gnome 
removes customization posibilities.
I don't see this as an Emacs bug, but a poor default in Fedora 16 and/or the 
theme you are using.
Having scrollable popup menus is just stupid.
