Etf note not in measure

I tried to convert etf files saved from Finale 3.8 (Finale97) and Finale
3.5, 3 files from each version (these were my own scores) and every file
failed with the
same error:
First, etf2ly complained: "Measure has incomplete information" then it said
"note XX not in measure" for EVERY note in the file. Consequently it output
an empty .ly file with only the skeleton of the original Finale score.
What is the problem?
I'm using etf2ly.py from the 1.3.85 source distribution, python 1.5 and
Windows 98.
