The normal procedure is to run ly2dvi (which internally
calls Lilypond, builds a LaTeX wrapper file, sets the
necessary variables and calls latex) which will solve
your problems.
However, I think the RPM adds a file in /etc/profile.d/
or similarly which automatically makes the correct
variable settings when you login.
You should also find an answer to your questions in
INSTALL.txt.
