GCC installation problem

Good morning,

We have downloaded the gcc-2.95.3.tar.gz
We do have the libiberty directory.
But when we type "make bootstrap" we have this message :
Command failed for target 'all-libiberty'
Command failed for target 'libiberty.a'
and sh: ar: not found

Can you help us ?
