This indicates that the intl directory is from a recent gettext version
(look at intl/VERSION to know which one), but the gettext.m4 from which
the aclocal.m4 file and then the 'configure' file have been built is
older. After upgrading the copy of gettext.m4 in your aclocal.m4 file,
running "autoconf", "make distclean", "./configure" should fix this
problem.
