It's not at all obvious, and the --exclude code has been a source of trouble
over the years (including 1.13).

You might want to try the latest beta, in
<ftp://alpha.gnu.org/gnu/tar/>, as it has more --exclude options than
you can shake a stick at and one of them will probably do what you
want.
