IMHO, if the behavior can be changed with an option, there is no
problem (diff would be conform to the standard with by default).
There was the old bahavior, there's the new one, and I'd prefer
a third one: the same as the new behavior, but with the fraction
of second stripped, e.g.

--- n1  2002-08-01 03:35:01 +0200
+++ n2  2002-08-01 03:35:09 +0200
[...]
