No, it does make a difference, since your intent is for users to run
the combined program.  Intent makes a difference in law.  There is
such a thing as contributory infringement.

Nobody is claiming such a thing.  You are free to reimplement gettext
yourself.  If you do that, you could distribute your combined work
legally under the Artistic License, since the resulting complete
program would not have any code that is available only under the GPL.
