People can use the ODS-5 file system on VMS; it is more liberal on
filename syntax. See

The VMS porter can hack these filenames like the DJGPP porter does it
for gettext. (See gettext/djgpp/*).

Given that VMS ODS-5 already has support for such filenames like
Makefile.in.in, I don't see the point of going backward in time.
