Yes, and I'd like to thank you both, for both the suggestion and the

True, but GNU Emacs's find-change-log function uses the heuristic of
finding ./ChangeLog, ../ChangeLog, ../../ChangeLog, etc., and using
the first file that exists, or ./ChangeLog if none of thm exist; and
this algorithm (though not infallible) works well in practice, in my
experience.  I too have been bothered by gettextize's creation of
m4/ChangeLog.  It's a small thing, but small things add up.  If
gettextize would use a heuristic consistent with Emacs's, I think this
would cure more trouble than it would cause.
