Yes, bug-gnu-gettext is the right address.

There will be explicit support for this in the tools in the future. For the
moment, working with the existing tools is also possible:

It sounds what you are looking for is msgmerge with the --compendium
option?

You can do this with msgattrib on the compendium.

This too can be done by preprocessing the compendium with msgattrib.
