[Bug-gnubg] Problem loading met file

I'm getting an error when loading met tables, the following is sent to 
the console (which isn't visible in the gui mode on windows).

        warning: failed to load external entity "met.dtd"
        Could not load the external subset "met.dtd"
        XML does not validate!
        Error reading MET

If I add a test chdir to the met directory in openmet() then it works ok.

Not sure if this is something special about my setup (windows 2000).

I don't know enough about the xml code to work out what's going on...

I've just checked the mail archives and Nardy seemed to have this 
problem before, did you work out what was wrong?

(I guess copying met.dtd to the parent directory would work for me too)
