AFAIK inno setup and NSIS are the most widespread free installers for windows. I personally like inno because of it's ease of use, but in my company we've used NSIS. It is very flexible and learning a little more work than inno but you can do nearly anything. The drawback is that the learning slope is a little higher and because of the flexibility NSIS is sometimes used by the bad boys, so some Anti- Malware -SW may detect it as virus.
