Unfortunately there's nothing we can do about this in GNU make. This is a bug
in the distribution's default configuration of binutils. Please file a bug
with them.
I've already asked the binutils team to remove the configure option that
enables deterministic ar by default, so that it won't tempt distributions to
set it as the default behavior. That flag was never meant to be used by
distributions in their general packaging: it was meant to be used by people
who may build their own binutils for specialized purposes.
People who want to build deterministic object files should be setting the flag
that requests it. Distributions should not change the default behavior that
has existed for decades and is relied on by other tools, if it's needed only
for limited, specialized results.
We can't deprecate archive member rules in make, because the POSIX definition
of make requires them.
