It all depends what is you hdd. If it's a cdrom/dvd it's normal it can't open it read-write. I think newer version of parted don't report this as a bug but you can't do much on a read-only partition anyway!

You probably want to start parted with another device that is your actual hard drive : Probably one of these
/dev/hda
/dev/hdb
/dev/hdc

If it's not your dvd/cdrom drive and that it's not mount read-only then you found a real bug ;)
