I've just unpacked pyconfigure-0.2.2.tar.gz and read its COPYING:

The included file `pyconf.in', contained in the same directory as this
notice, is released under the terms of the GNU General Public License
Version 3 or any later version, as defined by the Free Software
Foundation. Please refer to the file `COPYING.GPLv3+' for more
information.
The included file `python.m4', contained in the src/m4/ directory, is
released under the terms of the GNU General Public License Version 3,
or any later version, as defined by the Free Software Foundation, with
additional permissions granted under Section 7 in the Autoconf
Configure Script Exception. Please refer to the file
`COPYING.EXCEPTION' located in that directory for more information on
the additional permissions.

Surprisingly,
$ find . -name COPYING.EXCEPTION
$ find . -name 'COPYING.GPLv3+'
(and by the way src/m4/python.m4 says "see the files COPYINGv3
and COPYING.EXCEPTION" --- "COPYINGv3" rather than "COPYING.GPLv3+").
