[Bug-sysutils] getopt.c missing from /src dir

Hello,

getopt.c appears to be missing from sysutils CVS so I was unable to 
build it.  I copied getopt.c and getopt1.c from the passwd-ng-0.1.2 tree 
and it worked.

There is also a problem with sv.po when building.  I will send a patch 
later for that.
