  Under windows whenever I try to extract an archive that I created on
the same machine with the same tar (1.3.26) I see the following error
for every directory:

some/path/to/a/dir  Cannot utime: Permission denied

the current user is: greno
the dirs perms in the created archive are:   drwxrwxrwx
the dirs owner/group in the created archive are:  greno/<empty>

the directory I'm extracting in has perms:  drwxrwxrwx+ (according to
cygwin)
the directory I'm extracting in is owned by: BUILTIN/Administrators

the files when extracted all end up owned by: BUILTIN/Administrators

  Now if I start a cygwin shell and use the cygwin gnu tar 1.3.25 to
extract the archive then all the dirs extract without giving the utime
error.
