[Bug-tar] apparent tar-1.14 bug using -C with --null --files-from

Hi. I've been working on a rather specialized data archiving utility
that uses gnu tar as its underlying engine. I need a limited ability to
restore files to different filepaths than they had when archived.

Including the "-C directory" option within the filelist.txt file
specified with the --files-from=filelist.txt option, while not
completely general, is "good enough" for present purposes. This
combination works when the lines within filelist.txt are terminated with
'\n', but I have not been able to make it work with --null and they are
terminated with '\0'.

I note you have a 1.14.90 alpha release, but I am unable to download it
so I cannot test -- my Mozilla gets "The operation timed out when
attempting to contact alpha.gnu.org." :(

I've attached a small test tarball. Unpack, cd tartest, and execute
./tartest.sh

BTW -- your new --skip-path=N (or --skip-element) is Really Neat -- any
chance of making it work within --files-from so one can change the value
of N between files in the filelist?

Thanks!

Sincerely
   Ed Leaver
