Yes, it can happen if the archive does not follow usual member
ordering. Following your example, you will get the same result if you
create the archive as follows:

   tar --no-recursion -cf archive dir1 dir1/subdir1 dir1/subdir1/foofile

I have fixed the bug in CVS.
