If it does, it is a bug in gettext and should be fixed.

The proposed fix is incorrect, since argp engine outputs the part
that follows \v *after* the option list. With your patch applied it will
be output before the option listing, which, in my opinion is the wrong
place.

Please, compare tar --help outputs before and after applying your patch.
