Using the .sig file is optional, but if you have GnuPG installed, you can
use the .sig file to validate that you downloaded the file without any
corruption occuring.

Another alternative is to use a precompiled version. For example, cygwin
(see cygwin.com) comes with tar 1.15.91 as part of the standard packages
precompiled for Windows.
