Problem is that when using tar -cvPWf with --listed-incremental in TAR
1.16, then it always does a full dump even on level 1 or level 2
backups.  I discovered that if I took out the W option for --verify then
it worked ok.  Eric was kind enough to mail the NEWS file for 1.17 which
apparently shows this issue fixed.
