Hi,
I have a Dutch (nl) version of Suse Linux. If I invoke tar with a file
to which it has no permission, I get a line like the following:
/home> tar -cj -f backup-fh.bz2 hendrik/
tar: backup-fh.bz2: Kan niet open: Toegang geweigerd
tar: Fout is niet herstelbaar: er wordt nu afgesloten
This is not Dutch. ‘Kan niet open’ should be ‘Kan niet openen’.
This seems to be caused because people wanted to be too smart, since a
bit later it says ‘Kan niet savedir’, which is as strange, but ‘savedir’
is not translated. Maybe it should be ‘Kan savedir niet uitvoeren’.
I’d send in a patch if there were an obvious way to get to the source
files, but a few minutes of googling and browsing didn’t give me a file
with those strings.

And there is the patch. I’d have a lot more to change, I’ll contact the
Dutch l10n team.
Maybe a link from the official tar homepage there (well, to TP then)
