For test, I have compiled a new tar version release 1.21, in SunOS 5.10.
I have the same problem, with following message with option --atime-preserve
Cannot utime: Not owner
Exiting with failure status due to previous errors

This patch is not part of GNU tar. Probably it was produced by SunOS.

This means the problem is in the patch itself, so the question should rather be
addressed to SunOS, I suppose.
