Sorry, it's not clear exactly what the problem is.  The command you've
listed above shouldn't create any hard links at all, so presumably
when you write "create a lot of hard links" you're talking about
another 'tar' command, which extracts from the archive.

Could you give a complete recipe for reproducing the problem?
