[Bug-tar] tar does not exclude .gitmodules when using the --exclude-vcs

Subject: [Bug-tar] tar does not exclude .gitmodules when using the --exclude-vcs flag.

When using tar on a git working directory having submodules in it.

The file .gitmodules (which can exists in any subfolder) is not
exclude when using the --exclude-vcs.
